if you are planning on doing really basic editing, you have a free program on your PC called Windows Movie Maker. It's not fancy but you can do really basic chops and titles to get started. Just search your PC for it, it's there.

I can't think of anything that is free to us on a PC, but I have used Sony Vegas 9.

It is about $85.

Can't think of anything else that would have any features that would be under $100.

Blender (www.blender.org) is the most advanced free video editing software available on Windows by a huge margin. But be warned, it has a learning curve like the north face of the Eiger.

If you are running Vista and or Windows 7 there is a new version of the Windows movie maker, if you go to the windows site you should be able to find it. It's under the Windows Live section. I have heard it's an improvement on the current movie maker in windows.

You can start there and I would recomend trying out either Sony Vegas, there are few different versions with different price points and features. All versions come with a 30 day free trial and it's a full working trial. That way you have time to play with it.

For PC's I think Sony Vegas is the best out there.

The only free I know of is Jahshaka and VirtuaDub, for what it's worth
